If you checked Gigarocket's
Guidelines for Quality Posts, but feel this is a dying Forum, then possibly you should look elsewhere for posting for a hosting account.
As far as I know however there have been a number of members who successfully posted for hosting and have been successfully set up with hosting accounts this month after making the required 10 quality posts. There were also members who didn't make the required 10 quality posts - i.e. didn't check up on the Guidelines (above) and created posts that were less than a line long, or didn't make a contribution to the topic of the discussion, or posts that were made in a hurry one after the other and were meaningless and consequently removed from the Forum.
I guess if you use common sense, you'll get a hosting account, but then your question shows you haven't really looked around the Forum. You came to a lazy conclusion that isn't valid. Quality members usually check through the available literature first before they start to post in the Forum or come to any conclusion.
Please note that if you were using this discussion to get a hosting account, inquiries like these don't earn you a quality post credit. Again, if you are wanting to get a hosting account, start with reading the above Guidelines for Quality Posts first.
