Are you doing a scratch coding of forums? Because if not, there are various PHP based forums such as myBB, InvisionFree and the like... You may try nulled stuffs but it is restricted in some hosting companies. But if you would push on your own format, then you would better try to read the codes and stuff on some pre-made free forums.

But Yes, As Ragnarkoph said if your are using a php based forum myBB, InvisionFree, But I do like to use phpBB. If you were to use the PhP Based Forum type you may be able to use some sort of Theme but if you want to code it yourself. I would do a bit of research.

When you search on google, there are enough forum basic templates. And why don't u use twitter bootstrap to create a simple forum template? It's so easy to use and develop with..

phpBB is free and has a plethora of themes (free and premium). It is my to-go forum software whenever I need one (other than Google Groups, which is not self hosted but served its purpose well).

You can add some bootstrap templates and create your own. If you search google you find some dashboard free templates, and the other parts of the forum posts would be just you create tables using the bootstrap documentation
