Can I able to apply for a new hosting account?

You are only allowed ONE account tabanb. If we find you have more than one account you could lose the one you have and possibly be banned as well.
The paragraph below appears right near the top of the Terms and Conditions of Hosting and it says very clearly only one account is allowed:

Please, in your own interest, can you go back to the TOS and read them VERY carefully as we have good reason for wanting you to know what the rules are. If you break any of the rules there will be no excuse for not knowing. I've seen a member here being VERY disappointed when his hosting account was permanently suspended. There is no second chance on some of the rules so it would be a good idea to study them very carefully:

Gigarank prohibits the use of its servers for:
* Text based online games that use crons to deliver mass mail.
* Web proxies of any kind, php, CGI etc.
* Hosting illegal scripts like vBulletin or Invision Power Board (IPB). Hosting such scripts without our consent and a legal.txt file in the directory is prohibited.
* Hosting illegal materials such as commercial audio, video or music files or any other copyrighted works, for which the account holder does not have the permission of the copyright holder, or any other material in violation of UK/US Law.
* Adult material such as pornography, erotic images or otherwise lewd or obscene content.
* Racist, defamatory, obscene, indecent or other unlawful material.
* 'Warez', such as pirated software, ROMS, emulators, instructions or software for phreaking, hacking, password cracking or IP spoofing etc.
* Promoting and/or engaging in pyramid sales, Multi Level Marketing or similar activities.
* Engaging in illegal activities.
Account holders will not post (nor allow to be posted) web pages containing such material or links to such material, nor shall they store such material in their server space, nor shall they transmit such material by email or any other means.
Gigarank reserves the right to determine whether any material or use is prohibited.
Gigarank reserves the right to remove any such material without warning and suspend or terminate accounts without access to a backup or notice.
System Resource Usage
If Gigarank' staff team determines that an account holder is utilizing an unacceptable amount of system resources, Gigarank may temporarily suspend the account until the source of the problem has been resolved.
Gigarank will be the sole arbiter as to what constitutes a violation of this provision. Because of the nature of this provision, each account will be considered and analyzed individually.
Background Running Programs (bots/daemons/monitors)
Account holders are not permitted to run programs in the background on shared hosting servers. This tends to use a lot of system resources, and can impair service to other customers on that server.
Cron Jobs
We do allow Cron Jobs to be conducted on our servers. You can set up and manage the cron jobs for your account from the cPanel of your account, however if abuse of this service occurs, we have the right to issue an account termination and may also restrict this service.
Unsolicited Email (SPAM)
SPAMing, or the sending of unsolicited email, from Gigarank server or using a return email address that is maintained on Gigarank server is STRICTLY prohibited. Using SPAM to advertise a site hosted on Gigarank also constitutes as a violation of this provision. We will be the sole arbiter as to what constitutes a violation of this provision. Sites found to be in violation of our SPAM policies will be immediately deactivated.
Email Usage
As a prevention to combat spammers each hosting account is set to allow sending of 60 emails per hour (mailnull, php mail, pop, smtp). If you are sending more your emails will be held in a queue pending delivery, the mail queue is checked daily and all emails sent out are recorded.
If you need to send out a mass mail "example - CMS, Forums, mail list`s" on a regular basis then we recommend you export your email list`s and use another service to deliver them.
Server Abuse
Any attempts to undermine or cause harm to a Gigarank server or account holder of Gigarank is strictly prohibited.
We will be the sole arbiter as to what constitutes a violation of this provision. Account holders found in violation of this provision will be subject to account deactivation!

As to your question. No. You will get one premium paid account, and you can then purchase as many "products" under that paid account name as you wish, PLUS get one Website "free". If you make 1000 points posting in our website forum (non-spam of course), you can earn double everything.
Note: If you are posting for free hosting, suggest you study our Guidelines for Quality posts and make some solid discussion type posts in other sub-forums as well.

Okay, so... let me see if I can clarify the questions I had asked.
The post I quoted stated that iGdesigner had 1 paid and 1 free host. I didn't understand how that was done, so my questions in regard to that were: (1) Was this done by having just one account, (2) are there limits on the number of paid hosts you can purchase, and (3) if you want to have more than one account for the specific reason of separating your paid hosts, does that violate the terms... if you have no free hosts?
These, I believe, are legitimate questions. Thank you for your time.
