Can't PM?

I cannot reply to PM's?

I've recieved a PM from somebody who is in my buddy list, so I went to my inbox and tried to reply to it. I am met with a message saying I have no permissions, and it lists things such as email confirmation, banned from that section, etc.

1: I am confirmed
2: I don't see why I would be banned
3: How can he send me a PM and I can't reply? Seems there's a permission issue.
