HTML Kick-Start is very good, as it let you to implement your own css more easier than the Bootstrap. Also you could use the Ignite Framework. The library for CSS using classes, its really easy to learn and also it's already made responsible in css, so you don't need to worry about responsive website like in the Bootstrap as you need to make it on your own.

I would recommend you to get one amazing tool- Macaw. Also, you could build your site quickly with WebSite builder.
