Can you remember what you were doing before you got blocked? Could it be that you tried your password a number of times, as when you try for more than three times it will automatically be blocked.

is there any information on how I can avoid this happening again ?
it seems logging in from someone elses house will auto ip ban, I guess it's a security feature that can't be avoided.....

Ordinarily it shouldn't be happening to you. I can log into the cPanel all over the world. When I'm out of the country however I usually do it with a good proxy with a static IP. I seem to recall however that at one point I had problems with being locked out during cpanel sessions. The lengths of the shared IPs in the UAE at the time created big issues for me everywhere. A proxy then helped and I used it for at least a year before I realized that my IP in the UAE was no longer a problem any longer.

I don't know if this is relevant but I've just checked my moms laptop network settings & she had - Enable Federal Information Processing standards (FIPS) compliance for this network (enabled)
I just rang my sister because this was actually her laptop & she told me when she 1st became a criminal psychologist it was a Government requirement that this was enabled, very strange

I've disabled that rubbish now
