The validation you are referring to is the normal and usual validation that goes with anyone registering a new member account. It doesn't refer to a hosting account as Gigarank is a post to host forum. You have to make 10 QUALITY posts first before you may apply for a shared hosting account. Suggest you read the literature that has been posted in the shared hosting section, particularly the guidelines for quality posts and the terms and conditions of hosting (TOS):
