Please read the VPS TOS first. It asks for 25 QUALITY posts. Once you've made 25 posts you'll automatically get access to a forum for applying for a VPS. You won't see the application thread in the forum until you've made 25 posts.

Please note that the fact that you can apply doesn't automatically mean you'll get accepted. Again, please read the documentation that un4saken linked above and read it carefully:
