I don't think unmanaged VPS will get mod_security feature. As what you've got on a free unmanaged VPS. And that is mean it is up to us to strengthen the security.

VPS is unmanaged, if you want to secure it, you have to do it on your own. You get 0 help from us about maintaining.

You do have a good start with Gigarank, as Gigarank is a safe environment for the VPS. Depending on what you're going to use the VPS for, the more social and the more interactive, the greater the security you will have to get. VestaCP is a really good free panel to get as it comes with fail2ban free add on. It's already activated when you load the control panel. It has a very easy panel for fail2ban where one can block IPs as well or unblock them. VestaCP requires a little experience with working with VPS though. Which is easily sorted out as it has a community forum that answers most of the issues and how to solve them. Another free panel that comes with ddos protection is Webuzo from Softaculous. I've used it for almost two years up to April when I completely changed all my VPSs to VestaCP. Webuzo is easier to install for a beginner provided one follows the steps exactly. It also has a really good community forum that is regularly responded to by Webuzo's admin. The panel can be free - I went for the 25 US$ per year license though that provides access to all of the softaculous scripts. The free version has a limited number.

If I were a beginner I'd start with the free version of Webuzo and see how it goes. Note however my VPSs have only been used for Websites and secure ones with comments turned off.

personally i would say by installing iptables this helps to allow or block access to different local ip addresses around the world and can also help provide your vps to be secure , but again you have to do it all by yourself if you were to do so and there are guides on the internet on how to do this can be for example going to linode.com they offer good ways of how to configure your iptables effectively

You are the Boss. My suggest is to install a firewall and some monitoring tools or custom scripts, collect the logs and analyze that.

The first step and the major security is to prevent the root access and using another user as root. Also there are some necessary security steps for an Unmanaged VPS you can have a google search and their would be plenty of article on it.
